The article doesn't go into that level of detail on the study. 
The fact that not ONE KID in 53 schools can successfully do their grade level equivalent math is nearly unbelievable.

And guess what....it will only get worse year after year.  America is no longer a serious country.

Yet we spend more per pupil on these students...[especially if you count the armed security it takes to keep the teachers from getting murdered]
Until my permanent duty station orders came in....I taught DC Circuit analysis at Aberdeen Proving Grounds.
The Army had / has an agenda to put as many Blacks as they could possibly fit into the technical MOS.
We all took the exact same aptitude and IQ tests regardless of race...yet it was ALWAYS THE BLACKS who had the highest failure rates. 
The Army blamed the teachers of course...even though the same pattern happened from one training cycle to the next, regardless of who the teachers were.
I eventually ended up NCOIC of a FADAC repair shop in Germany and bumped into one of my former Black students who I was sure "washed out" of the program.
Obviously the Army had just "pushed him through" and now I had this make believe "Fire Control Computer Repairman" who was incapable of contributing to our mission.
