ANd to break it down even further, you were discussing shopping for Groceries.  That would be the commissary, different than the PX/BX system.  The PX/BX is more of a department store.  And it is a Non Appropriated Fund meaning tax payer funds are not used.  They have to survive under the principles of capitalism. They also help fund MWR and other programs.
