I didn't watch the whole segment, but the first five minutes or so said that Hamas did indeed plan and execute said attack, and the IDF just stepped aside and let it happen so Bibi could justify blowing the **** out of Gaza afterwards.
That's not necessarily "in on it" as much as it was giving Hamas enough rope to hang themselves.
How would the world have reacted if Israel, upon discovering what Hamas was planning, had conducted an unprovoked pre-emptive strike in Gaza to thwart the attack?
Bibi may have figured he would be condemned on the world stage either way, and decided that by allowing Hamas to commit their atrocities first, then it would soften the criticism when he went into Gaza after the fact and totally annihilated Hamas.
Thwarting the attack would have left Hamas whole and able to strike again... but by letting them hit first, it's allowed Bibi to justifiably kill them en masse.
It's brutal yes... but effective just the same.
Notice how the rest of the Arab world has, and continues to, keep their distance in this mess? Iran is the only one that has showed their asses so far, and they were just tossing spit balls across the desert... nothing real serious at all.

The adult definition that I apply is that they knew it was being planned - and this according to multiple state intelligence agencies who warned them THAT IT WAS BEING PLANNED, - and instead of taking actions to prevent it took actions to enable it.
