I think the meaning is pretty obvious. The "snake" represents some sort of living animal with scales and no legs, and the other "snake" represents a legless scaled serpent of the genus serpentae. The rest of it is self-explanatory. One of the snakes is an electric eel, and the other is there as a warning to anyone who thinks they won't do the same exact thing as last time. It's the age old story of the snake and the snake.
