Let me add this. If Joe drops out the money in the campaign would be accessible by Harris if she is continues the campaign as the presidential candidate. If she does not, either runs as a VP with someone else OR drops out completely that money can not be used.
It could be used for a super pac BUT the pac would not be able to coordinate with the campaign. With all that is going that is very relevant to the dems decision process. THat would have to begin fund raising from scratch.
