He had four years to do all that stuff. He didn't. But what we do have is a administration that told you what you have to put in your body. Told people that if they did to get the shot they would lose their jobs. Worked with private industry to censor free speech. Wants to regulate free speech on social media. Supported lock downs and business closures.
They are also using the justice system to attempt to circumvent democracy concerning their political rivals.
