Here is my position based on those facts.  For whatever reason there was a lack of communication between Local LE who are reported by the SS as being responsible for that roof and LE who claim SS didn't do their job.

You watched snipers wait 42 seconds to take their shot - dispatching the shooter only AFTER he got off his five shots at the president. They did not move. They did not reposition. They had him IN THEIR SIGHTS, and they took him out IMMEDIATELY upon the completion of his mission.

They allowed the shooter to take an EXPOSED position that they and they alone are responsible to cover - as well as covering the hidden positions that professional snipers take. They allowed an amateur to draw a bead on their protectee, and they drew a bead on that amateur and held it for 42 seconds. Only after he fired his shots did they summarily dispose of him.
