I have always suspected that Trump had nothing to do with Soleimani. I suspect that he had two options: complain about it and look weak; or take credit for it and look strong. That is pure speculation, but his lack of control over Syria - a weakness made rather obvious by his hail-mary withdrawal order peculiarly given from a SOTU address, - coupled with his narcissism-fueled vanity, fuels my suspicion.
It hardly matters. He was the head of state when this act of war against Iran occurred. He owns it.
But the question of aiding Ukraine is a matter over which he will have unchallengeable control - short of a veto-proof congressional act, which I consider unlikely in the extreme.

I cannot find a document that promised NATO would never bring Ukraine into its membership.
Certainly I understand the threat Russia feels if a bordering country is armed and backed by an historic set of enemies.
