Bring back "profiling".
Canvass the tent cities (pun sort of intended) for likely signs of intelligence/true need.
Help them.
**** the rest as a lost cause.

Then, can we despise the tenters? The percentages would be better than now at least.

Subjective objects cannot occupy time in two locations simultaneously when each subject is universally an object spontaneously here "evolving" differently than the rest. This kinetic combination of actions and reactions expanding details contracting into results never same total sum again does some amazing things if one retains their brain cradle to grave.
