The evidence is contained at the source you posted.  I gave  you that link years ago and made the same, exact, point.  It appears on the civilian list BECAUSE the design changes the source (different page) I posted for you as well as the BATF saying the weapon was changed in basic design when classifying the weapon is all the evidence that is needed.
