As far as the round:


Comparing the Ruger Mini Rifle to the Windham A1 AR-15

The Ruger fires the same round as an AR Style weapon.  An intermediate cartridge chambered in 5.56/223.

The carnage you speak of is a product of the round, not necessarily the weapon.  ANd the round is nothing special in today's day age.  60 years ago?  Sure.  And the carnage is not caused by a military FMJ round.

There are numerous variants.

Modifications don't require redesign...
