You're going to have the government check if there's guns or ammo in a car and a medallion will be riveted if there's none.
What stops the car owner from going home and putting guns in the car the same day after getting the medallion?

and that will stop the person from having one after they received the medallion. you really cannot think nor imagine life in series parallel time.
