The goal should be to establish the alpha position.
If a permanent sense of fear is your only tool for that then most animals will suffer for the lack.
I agree that shock and awe can sometimes be the only avenue for some overly dominate beasts.
Most of the time, however, you don't have to resort to pain as a motivator.
