The structure would still apply. Trump, in all his projects is the developer. They sign a contract with, and make payments to, a general contractor. The GC signs contracts with, and are responsible for paying, the subcontractors. The subcontractors sign contracts with, and are responsible for paying, the contractors. A developer isn't responsible for payments to anyone other than the GC. If a subcontractor doesn't pay a contractor (for whatever reason) and their dispute gets to the point of litigation, the contractor is going to file against everyone (from developer on down) in an attempt to get to every deep pocket. Even though the developer made all their payments to the GC and the GC made all their payments to the subcontractors they all get sued.
