I am not a "world traveller" but I have bounced around here and there.
Interestingly, the biggest cold shoulder between citizens of differing nations I have ever seen has been French and British. Icy cold right from the start. Austrians were nice. Mexicans nice, Italians, Canadians, and yes, Americans, all seemed to treat people nice. Be the foreigners Chinese, black, white, Russian, whatever... the first reaction/treatment was civil.
But the frogs and limeys do not get along well. At least not easily.

I am of the belief that general populations would cooperate all across the world if not for the propaganda machines pushing such **** constantly. Whether it's governmental, corporations or some secret **** pushing the crap, the citizens don't really have much reason to hate each other without it.
