The TIBULA is the LARGE BONE in the lower leg and the FIBULA is the SMALL BONE in the same lower leg.
His REFERENCE wasn't one that pertained to claim a "small" SIZE, but one DIRECTLY to the IDENTITY of which broken bone he was experiencing.

I've gotten it fixed correctly, x-rays to boot.
