By the way, Sao Paolo, BR has 23 million people - just in that city's metro area. 12 in the city proper. Almost the same square miles as Los Angeles (587 vs 504). Fewer traffic jams than many American cities. I spent a couple of weeks in Mexico City. Traffic jams are not the fault of the people who suffer them. Traffic jams are the fault of the leaders who took decisions based on Detroit's bribes, rather than on their voters' interests.
I lived in Vegas for 9 years. 660,000 people in 142 square miles. 2.3 million in the metro area. Not much at all in the way of traffic jams. It's called proper engineering. The civil engineers in vegas earn their pay checks.
Back in the day, Los Angeles was building a subway, and above ground rail, and bus routes. And they got bribed to knock it off by Detroit. And not with Detroit's money - no. With their tax dollars dollars - with federal subsidies. You get this, if you don't do that.

all it takes is for one person to tap his brake and the reaction times of the trailing motorists create an "accordian / ripple effect" that result in collisions 20 cars back. The memory of the panic stops and of the mid afternoon crash never goes away until several hours later after the traffic volume dies down to a much safer level.
The same thing happens when you're jogging in a company sized military "close drill" formation too.

What prevents them is good engineering, and proper public transport. Half the people driving in L.A. would HAPPILY take public transport - if it meaningfully existed. But it doesn't - so they drive.
