I mean all we would have to do is to run a bunch of  100 mile diameter sewer lines from all those places down to Antartica, [using nuclear powered pumping apparatus to get the outgoing sewage from point A to point Z] and then use more nuclear powered apparatus that is stationed in Antartica  to convert  the 1 gazillion  gallon per minute flow of incoming sewage to perfectly potable water and highly nutritional fluid that will be delivered by nuclear powered pipelines back to those 80 trillion people....!

Yeah, the answer for how to deal with billions of 70 to 80  IQ Stone Age People  is to increase their numbers by a million percent.....  
It wasn't a massive increase of population that improved India....that's preposterous  .just some basic improvements  to their transportation system so that their  usual surplus supply of food and supplies could get into the hands of the people.
Problem with UNICEF though is every time they improve the quality of life of the primitive people the primitive people reward us with population explosions.

I've made 3 laps around the world as a DoD contractor and as a soldier.
It was my Cultural Anthropology Professor [in 1980] who lectured about what was holding back the under developed world and he could go on and on about what ailed India as if he might have been involved with either UNICEF or the Peace Corps. 
One factoid the Professor mentioned .... there were still countless Indians who could  avoid going blind if only they were told to chew up and spit out a single blade of grass daily.
He liked to stress how easily defeated  their most basic problems were with what we consider old fashioned technology and common sense.

He also liked to talk about how their religious beliefs and customs [like bride burnings] were signs that they weren't quite ready to advance into the modern world.
