Maybe.  But more importantly the city needs to prosecute crime and stop having the cops do more than write up every single contact with a citizen.  

 

I disagree.  The cops just need to turn their heads when the citizens take care of the thugs, criminals, thieves, burglars, rapists, etc. Empower the citizens to dole out justice expediently and anonymously.  In other words, handcuff the cops to their office chairs and let The People get the job done. This will solve almost all of NYC's crime problem.  While they're at it, handcuff that corrupt mayor and throw him in the drunk tank until the job is done.
