Separate the addicts, drunks and nutters from those who are truly down and out.  Send the former group to an encampment where they can live out their lives in tent cities surrounded by armed guards and barbed wire fences. 

Then, we need to find help for the latter group.  Maybe work in agricultural fields with the illegal aliens disappear.
