The feds are somewhat at fault for what you write in the first paragraph. Use it or lose it grant funding keeps the state always ratcheting up the amount. Second, states have more bureaucratic hurdles to clear if they want to fund something internally whereas if you get a grant.. less work and then your residents do not complain about higher taxes and so on.

Yes, Congress, specifically the House, has the power to appropriate money.

The ADMINISTRATION is responsible for distribution. ALSO in the Constitution is the ability for the President to use discretionary power to determine if the appropriations are being spent according to the directive of Congress and NOT be used in an illegal or otherwise bad way that doesn't protect the funds of government- ie- are they getting what they asked for, is there corruption involved, etc. 

And THIS is what Trump has done- cut off the funds UNTIL proper audits are done BEFORE the handouts are made!! PERFECTLY within the power of the President.

The federal government should have the LEAST of your tax dollars - not the most; and it should have the LEAST effect on your daily life.

When it comes to govt spending.. .lets stop with the right vs. wrong of it for just a second

Here is why it is inefficient. If you are a private business and you need more revenue. You produce more, get more funding, etc. If you need to cut staffing then there is no law in place usually stopping you from doing it. You might pay UI benefits but nothing stops you in absolute fashion. In a private business.. more revenue is a proxy for activity, production, etc. Government.. more revenue is not the same.

also, just because you work harder and smarter does not equal a pay raise in government. Your production does not translate to a bottom line. You are salaried and so get paid exactly the same whether you are killing it or doing nothing. This is one of the many reasons that less spending on govt is a good thing.

I'm not seeing anything in this language about a freeze by fiat, or a whim-based withholding of appropriated funds.

The authority to hold accountable any who violate the conditions of allocated funds and the withholding of funds with no such finding are entirely separate things.

And this is what he has no authority to do. There are fifty states. All fifty have a right to allocated funds. Withholding such funds EVEN IF FRAUD IS ALLEGED is walking on very thin ice. Withholding them on a whim is leaping headlong into even thinner ice.

Which is why Trump backed down. He knew he would lose. Because his actions were outside the scope of his authority.
