this incident has the odor of a radical inflitrator like the Fort Brag shooter only using a black hawk helicopter to down a civilian aircraft near DC. Someone planned that collision since there are so many safeguards and protocols in civilian and military proceducres to prevent this from happening and the pilot or navigator died with the secret.
OH conspiracy theory I just made up, It wasn't a military helicopter. It was one of those drones that were over New Jersey flying without lights on.
