The training was over and the were enroute to Davison Army Airfield.  The helicopter routes around DC are over the river.  THat one is Helicopter Route 4.  The Black Hawk should have been no higher that 200 feet.

I was a crewmember assigned to the same airfield as that Black Hawk.  Spent A LOT of time flying on those routes.  They are about the same today as they have been for decades.

the plane was flying low because it was on final to runway 33.

If it is true they collided at 400 feet the Black hawk was flying 200 feet above the Max height for helicopters on Route 4.  And also too far west.
