It has been included on the FAA's website since at least as early as February 2013. They are probably hired for admin roles or even janitorial.  ATCs have to thru a physical almost as demanding as flight physical.  

If they have Lear ing disabilities they probably did not get any where near certification for an ATC job.

Air traffic controllers often work in semidark rooms. Most controllers work for the Federal Aviation Administration (FAA). Most air traffic controllers work in control towers, approach control facilities, or en route centers. Many tower controllers and approach and departure controllers work near large airports.
