"Should be encouraged" is what Trump said. 
What the White House said was that relocation out of the ruins was going to be a temporary thing.
Of course millions of tons of concrete, steel and glass rubble and broken sewer pipes is no place for millions of people to occupy.
One doesn't need to be very smart to be able to see that.

Obviously Trump  proposes a hypothetical situation [he used the phrase "I hope we can do something"] for the Palestinians that would give them an option to live in a nice  area with nice homes.
