Pretend you own a business and you're offering your products to buyers from the US and Canada and looking to grow your sales with a new customer.  Would you choose to select one to sell to where you know if your sales increase to them you'll be paying huge tariffs or select the one you can continue to grow with without bumping up against that Canadian tariff? 
Which one is a more valued customer and would be worthy of selling to them at a better price, knowing your sales can grow with them without any future hurdles?
