If you are holding bonds, or stocks, you are not "in cash".

If you are not "in cash" you can't buy more stocks.

Being "in cash" is an indication that I HAVE OTHER INVESTMENTS IN MONEY MARKET FUNDS OF SOME SORT!! I can put money in my CHECKING ACCOUNT and buy stocks if I choose. OR SELL BONDS AND BUY STOCK!! PERIOD!! I don't have to "be in cash" in all cases to buy stock!!
