President Donald Trump signed at least 137 executive orders in his 100 days in the Oval Office, trouncing his predecessors' respective records on signed EOs in the same time period, dating back to at least President Franklin D. Roosevelt.

 Trump signed 26 executive orders in his first day back in the Oval Office, and a total of 45 in his first 10 days. His 137 executive orders in his first 100 days is a benchmark that has not been met since at least Roosevelt, whose presidency began in 1933.

Since you mentioned immigration and deportations EOs that say they are going to uhold current law and prioritize are not creating law.  

A president issues executive orders (EOs) to direct the federal government in implementing existing laws, clarifying their application, or addressing specific issues within the executive branch. EOs act as directives to federal agencies, providing guidance on operations and policies. While not laws themselves, EOs have the force of law and can be used to implement, clarify, or refine existing laws.

ALL Presidents communicate with EOs with the departments.  Number of sheer EOs is not relevant.  What those orders do is relevant. If they create law or attempt to change existing law then there is an issue.
