Every question is based on an implicit statement. Are you hot? The implicit statement is that you are or you are not hot.
No one can ask a question without making a statement. It's impossible. You could possibly remove all context in order to prevent me from identifying the implicit declaration. Here, I will show you an example of a question so stripped of context that you will be unable to unearth the implicit declarative statement:
"Why?"
I take that back. Even THAT cryptic of a question has an obvious declarative statement embedded:
"You know why you did this. Share, ***."
