They wouldn't be CEO's if they actually cared about people.  When you need head-count, YOU NEED HEADCOUNT!!!   As CEO, you are:

• doing your best to justify to your company's shareholders your $500K+ salary;
• Increase market share
• Or, at least increase revenues even if that means shrinking your way to greatness (i.e. headcount)
• Make products that people will pay profit to your company to manufacture
• Develop new product lines that people actually want
• Service existing product lines "good enough"
• Pilfer good employees from less competitive companies
• Sick your lawyers on employees who leave for more competitive companies

What part of this do you think a CEO needs a tin-man's heart for?
