I would argue that the following states - Washington, Oregon and California should be divided roughly along the san andres fault line, a little easterly as you travel up through Oregon and Washington to include only the coastal areas. Make that one state. Then make 2 new states out of the rest of the land. Forcefully move all of the California dopers out of Nevada and Colorado to New California.
