Wrong. First, Democrats controlled congress. Second, after Congress passes the funding bill, the President has the authority to sign the bill into law (or veto it), which would then release the funds to the NGO's. Upon the President signing the bill, it becomes law, and the funds for NGOs would be allocated and paid.

So, I would advise others to be wary of responding to this guy. Because, if he isn't using pre-printed talking points, and when he is doing some of his own "rogue writing", all you get are ad hominem insults.
I would remind BV that this is a political discussion forum. It is not a court of law, where we need to present evidence. It is not even a Congressional hearing. It is a political discussion forum. The one expectation I have, actually the only expectation, is that people do their own genuine writing - express what you really think about a topic. And, then do it using the English language and common definitions were are familiar with. If you can't do that, then expect to get treated like a low-IQ troll.
