It would have to be a hundred times higher than it is to reach 4%. It has never been close to that. I think 3,000 ppm is the record. That would be .003, just under 1/3 of 1%.

At one time the atmosphere was 0 PPM  Zero percent Oxygen.  Every molecule of atmospheric O2 was created by photosynthesis and the anthropogenic effects of the biological life forms that evolved in the environment.

We crossed 400 PPM CO2 in the atmosphere in 2010 after Mother Nature had it regulated to under that for 800,000 years. Today we are at 430 ppm and climbing, we increased 30ppm in 15 years. CO2 absorbs infrared radiation, more of it in the air, more heat absorption. The industrial revolution coincided with the increased slope.

Humanity burns 1.47 trillion gallons of liquid hydrocarbons a year. That's 181 gallons each for 8.1 Billion souls.  It sounds a reasonable number.

A gallon of gasoline weighs 6.8 lbs. When combusted 20 lbs of CO2 is produced,

1.47 trillion gal/yr*20 lbs co2/gal = 29.4 trillion pounds of CO2/yr. -13.3 Gigatons

Volcanoes make 1 GT a year on an active year. Forest Fires make 2 GT a year.
