YOU think there is a FORMULA for setting Tariffs??  Donald Trump doesn't NEED a formula... because ALL of these other countries NEED the American Market MORE than WE need them !  It can ROUGHLY be determined based on "Trade Deficits"... or the WEALTH of the other country, or if a Country has been RIPPING America off... or IF Trump is feeling magnanimous, or IF he JUST wants to make a POINT to a particular Country...  THAT'S the FORMULA !!
