The devil is always in the details. There are millions right here in America who - how did you put it so carefully? - "experience" hunger. In Africa, 20% "face" hunger. I did a quick study on this issue when assiting a post-grad student with a paper that he was too busy to deal with. Me, I'm an FDR Democrat at heart (not on my registration, because I'm not a satanist). So I'm never gonna yowl about feeding America's kids a healthy diet in their schools. THAT SAID, what I learned was that "experience hunger" has a legal meaning. It means that at least once in that year a person missed a meal through circumstances they did not control (insufficent funds).
As soon as the "problem" is being discussed in a meaningless manner, the discussion becomes meaningless. You do not know how to manage the conversstion because you have no gauge whatsoever of the problem. Missing one meal in a year is just not something we need to get mobilized to fix. Missing one a month isn't. In the united states, the much bigger problem is WHAT people are eating - not WHETHER they are eating.
