Redistricting happens after every census.  Not every state decides to do so, but it is reviewed and considered with clockwork regularity.  While the news stories and Democratic Party outrage is being leveraged against Texas, there are 17 states with redistricting on their debate agendas this year.  They are just so mad at Texas because it has inherited so many refugees from Democrat controlled states they show a major increase.  If the Democrats feel the redistricting in Texas is unlawful, then they can file a legal complaint in the Texas courts. So much WINNING!
