A procedural dismissal means the case was thrown out because of a legal or technical issue (here, the prosecutor’s appointment was invalid). It does not mean the judge examined the evidence and declared Comey or James innocent.The charges were dismissed without prejudice, so they could technically be refiled by a properly appointed prosecutor.
