There is no evidence.  And the NYTs said he didn'y order the 2nd strike.

Legality of Attacking Survivors
Under the Geneva Conventions and established principles of international humanitarian law:
  • Persons who are "hors de combat" (out of combat, incapacitated, or shipwrecked) must be respected and protected in all circumstances.
  • Targeting survivors is strictly prohibited, whether in an officially declared armed conflict or not. If the U.S. is not in an armed conflict, such a killing would be considered murder or an extrajudicial killing under international human rights law.
  • The U.S. military's Law of War Manual (2023) uses attacking shipwrecked enemies as a paradigmatic example of an illegal act.
