There is no evidence.  And the NYTs said he didn'y order the 2nd strike.

The concept of a "second strike" to kill survivors of an initial attack violates U.S. and international military law. The U.S. military's own Law of War Manual explicitly states that orders to fire upon shipwrecked persons are "clearly illegal". 
Legality of Attacking Survivors
Under the Geneva Conventions and established principles of international humanitarian law:
