Terrorism was deliberately defined vaguely. When a term is vague, it allows the government to label all sorts of people as terrorists, even though they aren't. For example, when Ovomit was in office, he was the king of drone attacks. They never defined who was a terrorist, because terrorism was ambiguously defined. Israel has done much worse than your average farmer in Afghanistan, yet they are not considered terrorists.
