What I see is the vast majority facing charges and a large minority being convicted. 

What the chart does NOT show is how many of the data points (border-***) in the set remain under charges currently and simply have not YET been convicted. That missing information tells me that your chart is having fun with numbers, and you have made yourself look math-stupid and tard-abused once again.
