When Ulysses Grant was president he pushed for the US to purchase Santo Domingo, which is today the Dominican Republic. This would have been reparations. It was meant to give them their own land to move on. Just like we did with the Indians. However, it was shot down in the Senate. 

Too late now. Too much time has passed. I don't think there is a real answer for them. They can't even get along with each other. They just can't assimilate. They don't know how. 
One of his arguments was that it could provide Black Americans — especially freedpeople facing Southern racism, discrimination, and Ku Klux Klan violence — a possible place of refuge or opportunity. The Miller Center summarizes Grant’s view this way: Santo Domingo “presented black Americans with an alternative to staying in the South and facing discrimination and violence.”
