It's pretty clear what is holding up an agreement...

The Iranians are looking to collect for damages. The most obvious road to recovery would be to set up a toll booth on the Strait.

The alternative, a ginormous one time payment from the US tax payer on the order of 500 billion, or more, is no more palatable to the putative victor, but it is a one time insult that can be spun.

It looks possible Iran may let the Hormuz Toll go.  Especially if we give them $300 Billion of their money back as I saw whispered on the feed.

Can you confirm the Naval Blockade has ceased operations?  I saw CBS report it this morning I think.  Xi Jinping has  squeeze box, Trump ain't gonna sleep at night.
