Okay, I get it now. 

Garrett shared photos of this letter, dated Sept. 23, and an attached certificate. They appear to be addressed to a “Biscuit Rigsby,” which the letter identifies as a previously convicted felon who has had their voting rights restored by Spanberger. It explains they can now register to vote and encourages them to do so, as “participation in our democracy is one of America’s most sacred values.”

Voting rights restored =/= ability to vote. The "restored" critter was not registered to vote. It's a tempest in a teapot - rage porn.
