Ok, forget that it's Biden for a moment. It doesn't matter what president it is nor which party. If a president wanted to run again and there were millions and millions of people who wanted him to run again, then that would be an example of "for the people, by the people, and of the people." However, a handful of lobbyists were the ones that controlled the trajectory of a party and possibly the country. Not the people.
That is what is called an Oligarchy. Not a democracy.
