This is just the tip of the iceberg. Funny how it never happens and is illegal to use Federal funds for illegals but yet California has to cough up some cash for **** that never happens. Image  

However, the state has acknowledged and agreed to repay millions in federal funds that were improperly or erroneously claimed for non-emergency medical services provided to undocumented immigrants through its Medicaid program (Medi-Cal). 

Key details:Acknowledged Errors:
California's former Medicaid director, Jacey Cooper, reported to federal regulators that the state had made errors in billing the federal government for services such as mental health, addiction services, prescription drugs, and dental care for undocumented immigrants.

Repayment:
The state has been working to pay back at least $500 million identified by the federal government for these improper claims.

Audit Findings:
A separate audit by the U.S. Department of Health and Human Services Office of Inspector General (OIG) found that California improperly claimed an additional $52.7 million in federal Medicaid reimbursement by using an outdated proxy percentage to calculate costs for non-emergency services. California partially concurred with the finding and proposed to return the funds.

State vs. Federal Funds:
California's official position is that its programs expanding healthcare and other benefits to undocumented immigrants are funded primarily with state general funds, as federal law allows states to use their own money for this purpose.

Ongoing Investigations/Disputes:
There are ongoing political and legal disputes, with some federal officials and critics arguing that California uses "budget gimmicks" or "money laundering" schemes (e.g., specific insurer taxes) to indirectly free up federal funds for state-run programs that benefit undocumented immigrants. The Department of Homeland Security has also issued subpoenas to investigate the state's Cash Assistance Program for Immigrants (CAPI) to ensure no ineligible individuals received federal Supplemental Security Income (SSI).
