I think the authorities have known about this guy for a long time and decided to just let him pursue underaged girls until the timing was perfect to take him down for political gain.
The REAL VICTIMS would be any under aged girls that this guy was deliberately allowed to mingle with after the authorities decided not to immediately take him down.
