You are perhaps unfamiliar with the law concerning assault. Assault consists only of the means and the intent it does not require an act at all. If you hold a gun on me and say you're going to shoot me you have assaulted me. Those demanding hate crimes simply do it because they hate too....and want a harsher punishment for those they hate...it also gives them an advantage in their hatred of others
