If you we're not a complete idiot you would understand that there are good reasons for such a law to be in effect concerning kids who have reached puberty. Molestation by Brothers fathers and uncles is not uncommon and is very difficult to talk about. Confidentiality between the kids and his counselor at school is thus required. If it were not in place abuse would go unreported.
