No sane state would allow foreign nationals to arrest their citizens, this is madness!” Miller said in a Saturday post to Twitter.

No person in the USA "illegally" can become a police officer. My best guess is an "illegal"person would not apply
to the law enforcement agency for employment,
Plenty of "cops" that could be racist are "cops" that shoot black and brown and poor white instead of pursuing them then placing hand cuffs on the alleged criminal. Yet all "cops" must be trained first... so it is what they are taught in training that matters.
