As soon as the shooting started in the civil war, there is no practical distinction. The United States Army had an enemy in 1861.... it was the CSA Army. The United States Army had an enemy in 1941... it was the Axis Alliance of Germany, Japan, and Italy. In war.... victory is the objective. Violence is the means to that objective.
